All Brazilian municipalities with more than 15 thousand inhabitants, starting this Monday (6), will be required to use the electronic auction to make purchases of goods and services with resources from agreements with the Union and other voluntary transfers.

On June 1st, municipalities will have to adopt the system. In February of this year, electronic bidding had already become mandatory in cities with a population of over 50,000. Normative Instruction 206, which was issued in October 2019, established the schedule. And since October, the measure has also been valid for the states and the Federal District.

According to Cristiano Heckert, the Secretary of Management at the Ministry of Economy, electronic bidding helps to save resources in two ways. The first is by increasing competition. This allows several companies in the country to participate in the bidding process, thus increasing supply.

“Instead of buying only in the region, the city government can buy from all over the country, choosing the most advantageous price,” explains Heckert. According to him, it is up to the supplier to offer the cheapest shipping if a city government buys goods from distant regions. “The responsibility, which often fell to the government, now passes to the seller,” he said.

THE second The advantage pointed out by the secretary is in relation to the reduction of corruption. “The electronic auction is a more transparent system, which records all transactions. The information will be available for citizens to follow,” said Heckert.

Registration platform

The registration of acquisitions made by interested municipalities can be done through voluntary transfer resources directly in the Federal Government Purchasing System (Comprasnet). The tool is integrated into the +Brasil Platform, created in September of last year to make the accounting of voluntary federal transfers received by local entities more computerized.

In early March, states and city governments will be able to integrate their local purchasing systems with the Union. This means that purchases can be made in their own systems and instantly registered on the +Brasil Platform.

To date, the platform has nine ways of using federal transfer resources. The Ministry of Economy intends to extend electronic reporting to all 30 ways in the coming months.
