Even with job losses occurring in 14 states, the average number of jobs in the sector grew by 1.88% in the country in 2019. The focus of the real estate market recovery is in the Southeast.

In São Paulo, the construction industry has recovered from one of the biggest crises in history, but in much of Brazil the sector is different, with a slow reaction.

In 2019, according to a survey by the Civil Construction Union of the State of São Paulo (SindusCon-SP), the policy of closing jobs was maintained in 14 states of the country.

However, there was an increase of 1,88% in the average number of jobs in the construction sector in the country. This growth was partly driven by the State of São Paulo, which last year accounted for 27% of the sector's vacancies in Brazil.

According to data from SindusCon, the recovery of one of the largest and main drivers of the economy is centered in the Southeast. In part of the South and in some capitals of the Northeast region. States in the North, where the economy mainly depends more on public policies and where housing assistance projects such as Minha Casa Minha Vida are more important, have not yet shown signs of recovery.

Even in the State of São Paulo, where the numbers are positive, the situation is uneven. Where growth is concentrated mainly in the capital. A survey by the Housing Union (Secovi-SP) shows that the number of launches in the city grew by 49.6% in 2019. While in the metropolitan region it decreased by 4.1%.

Economist Ana Maria Castelo, from the Brazilian Institute of Economics (FGV/Ibre), claims that between 2006 and 2013, growth did not begin with the same intensity throughout the country, even though it was a period of great growth in the sector, and only later did it spread. “There was the PAC (Growth Acceleration Program), for example, a factor that contributed to growth happening throughout the country. Today, there is no dynamic force with the same intensity,” she says.
