In São Paulo, the state government is receiving reports of businesses remaining open. Between March 20 and 30, there were 6,899 reports of businesses operating normally despite the government's quarantine order.

The state government reported that despite the complaints, the public has generally cooperated with municipal decrees regarding the closure of commercial activities. So far, 30 non-essential establishments have been closed for failing to comply with the decision. One establishment was fined R$1,400,000 (R$1,231.65) under Law 16,402.
