RJ: Crivella announces tax discounts during the pandemic 04/04/2020

Proposals are being forwarded to the City Council. Both ISS and IPTU may be reduced by 20% with payment in cash.

Crivella, mayor of Rio de Janeiro, announced this Saturday morning (4) that he intends to offer a 20% discount for the payment of the Urban Property and Land Tax (IPTU) and the Tax on Services (ISS) in cash. Apart from other measures to give “relief” to taxpayers during the current crisis caused by the new coronavirus pandemic.

The proposals are to be presented next week to the City Council through a Bill.

The announcement was made by the mayor during a meeting of the Crisis Cabinet. In total, there are four measures to reduce the impact of tax payments during this economic crisis scenario.

Furthermore, in addition to the discount on IPTU and ISS, he intends to reissue the Concilia Rio debt renegotiation program, granting forgiveness of late payment fines for tax payments and offering tax compensation to hotels that are providing accommodation services in cooperation with the municipality.

Discounts

  • Reduction of 20% in the amount of ISS due from April to July 2020, provided that it is paid in full by the taxpayer when the tax is due.
  • Reduction of 20% of IPTU for outstanding and upcoming installments, provided they are paid in full also on the due date to be determined by decree.

Other measures mentioned

  • Waiver of late payment fines for tax payments up to five months late. Valid for ISS from April to July and also for IPTU.
  • The three-month reissue of the IPTU, ISS and ITBI tax debt renegotiation program includes an additional discount of 10% on the total amount of the reconciled debt, in addition to a reduction of 80% on charges for payment in cash; for payment in up to 12 installments, a 10% discount will be given on the original amount of the debt and 60% on charges. For payment in more installments, only a 10% discount will be granted on the original amount.
  • Hotels that have outstanding IPTU debts will be able to pay off the debt with a 40% discount on the principal amount. In addition, when paid in cash, they will also be entitled to an 80% discount on late payments. For payments in up to 12 installments, the discount on the charges will be 60%. For larger installments, only a 40% discount will be given on the original debt.
  • Hotels that are offering accommodation to accommodate the elderly will be able to deduct their ISS and IPTU debts from the amount to be received from the Municipality.
